Provides background information on the IGY, including its antecedents, origin, and evolution, and organization and funding; and describes scientific programs and results. Examines both general political impacts and specific effects due primarily to the Soviet Union's IGY artificial satellite program. Also suggests possible applicability of international goodwill generated by world scientific community to solution of international political problems, and gives specific examples of IGY influence on subsequent international diplomacy.
