Presents a CRS study that highlights initiatives of recent Presidents to gain network access to deliver Presidential Addresses solely for nationwide TV audiences. Examines responses of networks to such airtime requests and the impact of requests on networks' judgment of what is considered newsworthy. Considers effects of ready access to network airtime on public opinion of recent Presidents.
