Summary
Examines applicability of the British domestic intelligence agency, the British Security Service or MI5, as a model for reforming U.S. intelligence services. Reviews the history, statutory basis, and organizational structure of MI5, and highlights points of distinction between British and U.S. societies relevant to the applicability of the MI5 model. Discusses fundamental issues for Congress regarding the reform of U.S. intelligence services, and summarizes reforms proposed by the Foreign Intelligence Collection Improvement Act.
