Summary
Provides an overview of the U.N. Convention Against Torture (CAT), including the definition of torture under CAT; CAT requirements concerning the criminalization of torture; the availability of civil redress for victims of torture; requirements prohibiting cruel, inhuman, or degrading treatment or punishment; and CAT enforcement and monitoring measures. Reviews implementation of CAT in the U.S. and decisions by non-U.S. bodies concerning whether certain interrogation techniques rise to the level of torture, including British interrogation techniques in Northern Ireland and Israeli interrogation techniques employed against Palestinian security detainees.
