Summary
Reviews key issues in foreign relations authorization legislation for FY2006-FY2007, including selected measures in H.R. 2601 and S. 600. Addresses Department of State authorizations of appropriations, authorities, and activities; organization and personnel issues, international broadcasting, counter-terrorism programs in West Africa, humanitarian crises, and the Andean Counter Drug Initiative. Examines other foreign policy issues including avian flu, debt relief, global pathogen surveillance, safe water, and reconstruction and stabilization initiatives; democracy promotion; strategic export controls; missile and nuclear nonproliferation measures; and World Bank loans to Iran.
