Summary
Provides background on the responsibilities of the DHS Information Analysis and Infrastructure Protection Directorate to integrate threat assessments with vulnerability assessments to identify and manage the risk associated with possible terrorist attacks on the nation's critical infrastructure; and reviews the status of DHS implementation of its critical infrastructure. Defines the terms "threat," "vulnerability," and "risk" and discusses how they fit together in a systematic analysis; describes processes and techniques that have been used to assess them; and discusses how the results of that analysis can inform resource allocation and policy.
