Summary
Examines recent Patent and Trademark Office (PTO) efforts to reform patent system, by making significant changes to the patent acquisition process. Describes current patent system and role of patents in innovation policy; and explains context, details, and legal challenges to new PTO regulations to limit number of "continued applications" that can be filed, and to limit number of "claims" that can be filed in a particular patent application.
