Summary
Documentary about Herbert Kappler, who was the head of German police and security services in Rome during the Second World War. Kappler was imprisoned in Italy after the war, but in 1977, when nearing death, he was smuggled out of Italy to Germany. An international incident ensued, as Italy tried, unsuccessfully, to extradite him. The film makers interview a great many people in Germany, most of whom supported Kappler and believed he should not be sent back. The documentary then looks at a street debate between neo-Nazis and anti-Fascist protesters. This leads to a wider consideration of neo-Nazism in Germany.
