Pitt's Commutation Act sought to reduce tea smuggling by repealing the duties on tea in exchange for an additional tax on windows; Twining was consulted repeatedly by Pitt in the drafting of the bill and is here defending the act, himself, the tea business, and the East India Company, of which he later became a director.
