J.W. is apparently, James Ward, the editor of the letters of an anonymous correspondent.
The author visited Vancouver Island and California while on a whaling voyage in the 1840's. The Appendix is devoted to the California gold discoveries and their possible effects. He also discusses the desirability of an isthmian canal.
