The letter is signed by Nicholas Evertson and dated: New-York, April 26, 1800.
The certificate, signed by Caleb S. Riggs, William W. Woolsey, and John Oothout, attests that "it was a matter of common observation among the members of the Legislature that the said Jacob Sharpe jun. was frequently intoxicated during the session."
