The convention met to consider the grievances expressed by the inhabitants of York, Cumberland, and Lincoln counties, and to draft a petition to the General Court of Massachusetts for establishing those counties as a separate state.
Includes also the text of the petition drafted, and the "List of grievances, stated by the convention held at Falmouth, January 4, 1786."

Thomas Baker Wait was the only printer active at Portland in 1786.
