The project was conceived and directed by Alan Moore, one of the writers, in reaction to Margaret Thatcher's government's introduction of Clause 28 in the Local Government Act 1988 ordering local authorities not to "promote homosexuality" following Harringay Council's attempts to stop homophobic bullying in schools.
