Summary
Partial typescript copy of a memorandum regarding the treatment of Black Americans wishing to visit Mexico. The memo characterises complaints about discrimination the Council for Pan American Democracy received from the National Negro Congress, the National Association for the Advancement of Colored People, and the National Bar Association and explains the steps the Council and the Mexican government under President Lázaro Cárdenas took in July and August 1940 to clarify the question of Black tourist immigration in Mexico. The final page references the ethnic history of Mexico and the First Inter-American Indian Congress, and reiterates the importance of equality and the rights of indigenous and Black people in the Americas. The document includes 2 copies of page 2 and is missing page 3.
