Summary
Description: Invitation from the Council on Foreign Relations to the Secretary of State to speak to them during his trip to New York for the opening of the UN General Assembly. Record of conversation between Foreign Commonwealth Secretary James Callaghan and the Kenneth Rush over CENTO and the US Administration's refusal to supply arms to Pakistan as they do not want to provoke an arms race with the Soviet Union supplying the Indians, the Russians and China supplying arms and Kissinger not objecting to Britain supplying arms to Egypt. Britain supplying arms to Chile, the Trade Bill which Jewish leaders feel strongly opposed to but which HMG feel very strongly about, Indian Nuclear Test and the US view that all countries should sign the Non-Proliferation Treaty, US view on Greece was that taking a stance could affect US base rights in Greece, Portugal coup and new government, Southern Africa, Rhodesia, NATO declaration, Euro/Arab dialogue, policy towards the Russians, CSCE and EEC renegotiation.
