Mad Anthony Wayne was appointed commander in chief of the United States army in 1792, and sent to subdue the Indians on the frontier of the Northwest Territory.

Summary
Explains that while he had suggested a certain level of meat rations for the recipients troops, the Secretary of War has chosen a different amount. Though he disagrees with the Secretary, he advises the recipients to follow this higher authority. These orders are part of the planning for battle against the Indians.
