Summary
Draft of a speech from the Massachusetts House of Representatives to the recently re-elected governor [Caleb Strong]. Discusses the importance of an independent judiciary as well as other issues of governance, and speaks approvingly of the president's attempt to Rouse national spirit of defence. The 1 June 1803 address was published as Answer of the House of Representatives to the Governor's speech at the opening of the session. Knox was a member of the state legislature at the time.
