Summary
Instructs Foot to go to Cape Vincent, New York, and take command there. Because the British post there is considered as a strong Pickett he is not permitted to make predatory incursions into the enemy's territory. He can attack if the British are sighted on the eastern shores of Grand Isle. He is to keep a vigilant watch and forward intelligence.
