Letters are written in autograph manuscript and are signed by Captain Samuel A. Foster, Jul-Nov, 1870, and Captain William H. Bell, Nov, 1870-Apr, 1871. Letters concern provision of food for posts in the Department of the Columbia, including communications with forts and camps and reports of accounts, inspections, and contracts made with suppliers.
