This conference was held for the purpose of considering the question of the necessity for and the methods to be used in making studies and investigations for carrying out the provisions of the act approved June 14, 1930, relating to the quantities of crude opium, coca leaves, and their salts, derivatives and preparations, together with such reserves thereof as are necessary to supply the normal and emergency medicinal and scientific requirements of the United States. cf. p. 1.
