Summary
Manuscript, in multiple hands, of a collection of rules of operation of the House of Commons. The volume records orders pertaining to elections; etiquette while in the House; privileges; appeals; impeachments; and post letters. Before 1642, the manuscript records orders commanding all members to testify taking the Oath and outlining restrictions on keeping "popish recusant servants." Other orders include the censure of bribery and corrupt practices during elections; fines for members climbing over their seats; and instructions for franking letters. The volume also includes an order declaring that anyone who enforces the sentence in the House of Lords in the case of Thomas Skinner v. East India Company shall be declared a betrayer of the rights and liberties of the House of Commons; as well as orders at the impeachment trials of Thomas Wentworth, Earl of Strafford; Lord Orford in 1702; and Henry Sacheverell.
