The American Union Commission was formed in June 1864. Its central office was located at New York. Reference to current circumstances of the war "in the depth of winter" suggests this was issued early in 1865.
"The commission is composed of the following persons, viz.: Rev. Jos. P. Thompson, D.D., president [and eighteen others]."--p. 2.
"In order to indicate more fully the wants and sufferings of the refugees, we present below a few extracts from the correspondence of our agents and friends, at the military posts of the south and south west."--p. 3-4, printed in two columns.
