Proposing that "the United States be divided into two distinct federal republics, each sovereign and independent of the other. ... The impossibility of preserving slavery at the South, when the Northern support should be withdrawn from it, from the perpetual escape of slaves and danger of insurrection, would compel emancipation for safety, and thus make this measure of separation the speediest and most peaceable one of abolishing slavery that can be devised; the prosecution of the war, however successful, while the Union is insisted on, cannot do it."
