"This pamphlet contains the first two papers ("Holy Roman Empire" and "France") of those mentioned above. Papers on the irrigation legislation, etc., of Italy, Spain, and Mexico are to follow, making up this book. Following this will be a book on the laws and customs affecting the irrigation questions in countries where the common law prevails, including California. This will complete part I of the report. Part II, devoted to the technical and practical problems of irrigation in California, will follow. Part III (if completed) will be devoted to irrigation works in California and elsewhere."
