Biographical / Historical Note
Benjamin de Carvalho is a Senior Research Fellow at the Norwegian Institute of International Affairs (NUPI) in Oslo. Julia Costa Lopez is a Senior Lecturer in History and Theory of International Relations at the University of Groningen. Halvard Leira is a Research Professor at the Norwegian Institute of International Affairs (NUPI) in Oslo.
