The code was promulgated during the Viceroyalty of Bernardo, Conde de Galvez, and was issued under the Viceroy Revilla Gigedo. The code was to be enforced in all the frontier provinces of New Spain, i.e., New Mexico, the Californias, Nueva Vizcaya, and Sonora.

Bound volume containing a letter to the President of the Missions of Lower ("Antigua") California, at Loreto, and a detailed code of regulations for both Native American and Spanish inhabitants of Mexico (14 pp.). Movements of all persons from place to place were strictly regulated, with strictest regulations applying to Native Americans. This document was circulated throughout Lower California, and bears at the end certifications by provincial officials that the code had been read and explained to the Native Americans. These certifications are dated from numerous missions, among them Loreto, San Ignacio, San José de Comondú, Santa Rosalia, Santa Gertrudis, Santo Domingo, and San Rosario de Vinadaco.
