The first title, "Observations upon the state of the value & strength of France, Holland, & England, made July the 15th, 1696 by Dr C. D'Av," lists tables of population count, taxation, and total income and expenses of those countries. This piece is followed by "A scheme for a councill of Trade," which proposes a council to be established by the House of Commons which would oversee shipping and manufactures in England. The next piece, "Munn upon Trade," advocates foreign trade "to increase our wealth and Treasure," and the final piece, "Sr. Josiah Child upon Trade," discusses trade practices in foreign countries and their levels of success, including various countries' plantation ventures in Tobago, Barbados, and the West Indies. This piece also contains passages concerning "our American Plantations," which "produce Commoditys of a different nature from our own except N.
