Since 1984, in Brazil there exists a movement for the democratisation of communication, seeking to change the patterns of Brazilian television that are considered anti-democratic and anti-popular. This movement acts on two fronts. Its political front aims at reform of legislation in the sector, while the other front acts on a local level. By means of handheld video technology, local minorities organize themselves and develop alternative television projects. The resulting community television programs, broadcasted on large screens in public places, are a uniquely Brazilian phenomenon. Challenging the oligopoly that dominates and homogenizes the mass-media landscape, these projects offer a counter-history, a counter-model by reflecting the cultural diversity of the nation. Departing from a case analysis of eight local television projects, this thesis explores both the potential and the limits of these experiences, examining in particular whether they are merely witnesses to history or rather agents of change in the historical process.
