The report concerned the boundaries of San Francisco considering those defined by Mexico, which granted four square leagues to the Pueblo. The US did not at first accept pueblo status for San Francisco and its boundaries. There was much concern about surveys, high tide marks, tidal lands, and authority to grant title.
