"It is proposed to print, as soon as possible, a paper answering to the above title, thrice a week, upon these conditions."--p. [1]. All contributions, including the editor's, were to be placed in a wheel, and drawn out, in the manner of a lottery, sufficient for each number.
Apparently an insufficient number of subscriptions were received to encourage publication.
Dated on p. [9]: New-York, 1st November, 1791.
Followed by: "Laws of publication," a discussion on the neccessity of continued debate and investigation to encourage learning, a promissory note and blank form for subscribers' names.
