Summary
Description: Report on Senator George McGovern's campaign for the Presidency. Record of a conversation between Dr Abram Chayes, Senator McGovern's foreign affairs adviser with Mr H. A. A. Hankey on the question of US troop reductions in Europe, the Soviet Union and negotiations on CSCE, MBFR and SALT II as well as US isolationism and the importance of Europe doing more for its own defence. Difference between McGovern's and Nixon's foreign policy including the Nixon Doctrine and the policy of retrenchment and McGovern favouring a greater level of retrenchment. Note of a meeting between the Scretary of State Lord Carrington and Chayes in which Carrington said that he and his NATO colleague were concerned about McGovern's attitude to defence matters which Chayes emphasised that McGovern was not an isolationist. Discussions included SALT II, MBFR NATO and the French involvement in European defence.
