Full title: "Notice! To whom it may concern. Whereas, divers foul crimes and outrages against the persons and property of the citizens of Montana, have been lately committed, and whereas the power of he [sic] civil authorities...is frequently insufficient to prevent their commission...now this is to warn and notify all whom it may concern, that the Vigilance Committee composed of the citizens of the territory, have determined to take these matters into their own hands...".
