In substantially the same form this address was also delivered before the Law association of Philadelphia, January 31, 1913; the article by Mr. Kales was an address delivered at the meeting of the Minnesota state bar association held at St. Paul, August 20, 1914; Mr. Harley's article was a paper prepared for publication in the California law review.
