The records document internal and foreign affairs in the Soviet Union during the years leading up to World War II. Among the topics studied are the trial at Moscow of alleged Trotskyites, the Bukharin mass treason trial, the evacuation of the government from Moscow, the outbreak of fighting between Japan and the Soviet Union, and the expulsion of the Soviet Union from the League of Nations.
