Juan Francisco Güemes y Horcasitas (1681 or 1682-1766), the first conde de Revilla Gigedo (or Revillagigedo), was a Spanish general, Governor of Cuba, Captain General of Cuba, and Viceroy of New Spain from July 1746 to November 1755 (as his son, Juan Vicente Güemes y Horcasitas, would be in 1789-1794). As Viceroy, he earned a reputation for efficiency and reform. He returned to Spain in 1755, where he became Captain General of the Spanish Army and President of the Council of War.
Zenón de Somodevilla y Bengoechea (1702-1781), the first marqués de la Ensenada, was Prime Minister of Spain, 1743-1754, under kings Philip V and Ferdinand VII. He was known for policies of internal reform, and efforts to compile census and other statistical information for tax reform. He was exiled from court from July 1754 until the accession of Charles V in 1759, and again from April 1766 until his death in 1781.
